J.P. ALLEN KERR ANNOUNCES State
Representative CANDIDACY
West Little Rock businessman Allen Kerr
announced his candidacy Thursday evening for the
Arkansas House of Representatives in District
32, which includes portions of west Little Rock
and west Pulaski County. Kerr, a Republican
member of Pulaski County's Quorum Court, will
seek election for the seat vacated by
term-limited Sid Rosenbaum.
"With your help I want to serve as your voice
for common sense at the Capitol," Kerr said in a
speech to supporters. "Those of you who have
worked with me at the county know I am
passionate about government putting *needs*
before *wants*. Each and every one of us
manages our family budget, and our government
has to learn the same discipline we use every
day."
Kerr is a lifelong resident of Pulaski County.
He is owner of an
insurance and financial
services agency in west Little Rock. In 2006, he
was elected to the Pulaski County Quorum Court,
defeating two-term incumbent Democratic Justice
of the Peace Kathy Lewison.
As a member of the Pulaski County Quorum Court,
Kerr asked the tough questions that led to a
discovery of irregular budgeting practices of
the former comptroller, Ron Qullin, who put
Pulaski County into financial crisis. Kerr's
continued calls for restoring trust in county
government have led to improvements in the way
that the county conducts budgeting and
management of its resources. As the newly
selected budget chairman for the Quorum Court,
he is currently in charge of a budgeting process
that he believes will yield savings to be
dedicated to opening more jail beds to keep
criminals off of our streets.
"Government has to be responsive and open to
voters. In Pulaski County, some public officials
have lost the trust of voters. The only way to
regain that trust is by being trustworthy: to
have a government with high ethical standards,
transparency, and common sense. The work that I
have done to establish audits for county
government is only the beginning of the work
that I plan to do: to demand, by means of
integrity and openness, that we have a
government as good as the people we serve," Kerr
said.
